potential plot


You know this guy, Max Lord? Avengers manager and secret metahuman-hater with mind-control powers? He's been lying low (sort of) and playing nice, trying to delegitimize his "history" from back home. But the metahuman problem exists here too (sort of) and Max is finally doing something about it. He wants to try an experiment and see how the City fares, safety and disaster-wise, without metahuman abilities.

So.

On [date], Max is going to use his mind-control power to create a mental block in (participating) Imports' minds to lock off a small part of their brain, preventing them from being able to use their powers; essentially, he's trying to do a City-wide nullification. People will still remember their powers and everything else and there will be no other ill effects, but just be unable to use them for seemingly no reason! The effects will last 3 weeks to a month (depending on individual preference) (although if that timeframe seems too outrageous, I can bump it down to 2-3 weeks instead if enough people prefer that). Feel free to stagger that, the effects can wear off anywhere between [date] and [date].
Things of note:

1] For obvious reasons, the mental block cannot affect overt physical mutations (like fur/skin discoloration/fins/wings/what have you, unless said physical attributes come from an ability that involves will to use, such as shapeshifting), immortality (though it can affect healing), or robot brains. His powers do work on non-human entities/aliens/other such creatures (I'd say cyborgs are a toss-up), as long as their sentience is about on par with human sentience.

2] High-level telepaths might well notice something is up! They are welcome to discover the block in place if they're powerful enough, however Max did go in with a failsafe. Anyone who discovers the block or becomes aware of it will, seconds later, forget the information as well as the fact they were investigating it in the first place. They can always try again later! But the affect will be same. That said, high-level telepaths are welcome to crack the block themselves early (1.5 to 2 weeks, or 1-1.5 weeks if I cut the time down) if they'd be capable of it! The catch is, of course, anyone they tell about it who still has the block in place will forget the information in seconds no matter how many times they're told. If it's written down, it will appear to them as a grocery list. I will leave it up to individual discretion if a player doesn't want to have their character's power nullified but does want the failsafe in place -- that's okay, but also optional!

3] Obviously, this is opt-in!! Max's mind-control is significantly less X-TREEM than it was at the beginning of Brightest Day, especially since he burned through so much power mind-wiping the whole world, so missing a few people or just not having enough power for all the City's residents is completely easy. That said, this plot will work better the more people participating, so I really encourage anyone/everyone that wants to! There is unlimited space.

Max himself will be faking a port-out for the first two weeks of this plot so he can recuperate from the massive blood loss his big mind-whammies are wont to cause. His communicator will be left to find in his office at the Avengers Embassy, so fortunately for the City he won't be able to monitor them too closely.
